Brett,

It is possible that Ibiguity changed their rules too. They want more
stations to consider IBOC. If the fees are low and "one time" then more
stations would be willing to go IBOC. If they had to cough up money
every year, that may make a difference. After all, the jury is still out
on IBOC. Most feel it is not viable and I agree there. But some in the
industry are not convinced.
