[IRCA] Three TPs at 1012 UT

JOUB 774 kHz in at 1012 UT with English lessons and weak to fair signal.
HLAZ 1566 kHz in at 1020 UT with woman in Asian Language.  Decent carrier on 594 kHz level 5, but no audio.   279 kHz Radio Rossii at 1027 UT with music and weak signal.
