[IRCA] WALE-990

WALE-990 in RI is off due to an unpaid electric bill.  Again.  Last time it
was off for months.  What is it with these guys?  Legends in Rochester, NY
and Team 990 in Montreal heard as usual.  Wish they'd quit paying in August
so I could get the Sep-Oct-Nov good times for DX.
