[IRCA] New TIS Heard on 1700

Listening to the mix on 1700 just before 2100 EST (mostly WEUP and KKLF at the 
time), I was surprised to heard a station fade up with "You're listening to 
the voice of Arlington, AM 1700, Arlington Virginia. You're listening to 
Arlington County AM 1700, your advisory station for important safety and 
travel information".  A web search shows that this is a new operation, just 
started in the Fall of 2006.  Worth a listen if you're in the east, as they 
seem to be getting out really well tonight... an unexpected new catch in 
relatively poor conditions.  Short audio clip available at:
