Heard a relatively new TIS on 1700, presumed WQEL632 from Cape May, NJ.  Clear mentions of Cape May, mainly listing upcoming events.  Presumed 10 watts but low audio made copying it rough.  Heard in Camden, Delaware on the car radio Dec. 13 at 1430 local.

It's been an odd day, propagation-wise.  WDNC-620 in Durham NC is in like a local at 1430 local., and even the strong local channels (680, 1150) had competition underneath at 2:00 PM local.
