[IRCA] 1610khz UNID Spanish Station

Last night while driving home from work, I did quick checks of the various "tone"
frequencies, 590khz-1020khz-1610khz. No tones heard, but 1610khz
produced a very strong Spanish station that I've never heard here before.
The signal came in about 5:45PM Central Time (23:45Z) shortly after local
sunset. Two male announcers were heard, with no music or other programming.
The signal was quite strong for about 20 minutes and then faded again.
I know it's impossible to "ID" the station based on that scant report, but I wonder
if someone could provide some likely suspects? I haven't logged anything new
on 1610khz in some time (with the exception of the mystery tone, of course)
