[IRCA] FYI: the list has moved

FYI:

The [IRCA] list has moved to a new server. Some administrative URLs... 
things like signups/subscription changes etc have changed but everything 
else should be transparent. Old URLs will work, too, and browsers will 
be redirected to a new server. The change should improve the email 
delivery dramatically!
