After a few weeks of testing, the alert system for solar events has been
brought on line.  It will issue a special message when conditions change
over the previous logging.  A K-Index increase of 2, an A-Index increase of
10, and a Solar Flux increase of 20.  These parameters can be changed easily
if it warrants.  I'll keep and eye on it so it doesn't become a nuisance.
