[IRCA] TA or not TA, that is the question

Given this run of K=0, we should be struggling through the TA's on 
the west coast, but no.....1215 has had a carrier here for a couple 
of hours, rose briefly to audio traces around 0400, then 
collapsed.    Maybe a dozen wispy carriers elsewhere, and that has been it.
