[IRCA] 1710 with music, NE Oregon

Some weak station is playing odd marching band type music, distorted, on 
1710 kHz right now, 9:30 est., AM mode. Fades up and down slowly. Not a 
harmonic. Lots of bass to the music, which is very distorted. No break to it 
so far, the past 10 minutes.
