Last I heard (about a month ago?), they were still fighting with a
local airport authority for the right to build a tower that was almost
as high as their old one.  I don't know about the power, since the
drop from 50kW to 25kW was not really noticeable here in San Diego
(i.e., XEHHI/XEJUA occasionally poked through their signal before and
after the old tower was destroyed).
