[IRCA] NE Oregon TPs, October 1

This morning started off very poor, with only weak hets on LWBC. Just before 
sunrise MW conditions improved dramatically, with a few channels with audio. 
But 639 had weak/medium audio for several minutes, playing soft Pacific 
islander-type music, with a non-Chinese/Japanese format (to my ear). No 
announcements, went from one song to another, faded away. 1343, 8/10 rating 
for several minutes. The major JJ's faded up right after that. Audio heard 
on 567, 594, 639, 666, 693, 747, 774--1341-1400 utc. PNG 1737 KUT, poor.
