[IRCA] 1040 Portland/Tigard

1040     KETZ(?)    OR, Tigard, apparently returned to the air today
with SS Mex mx format, IDing at 0400 EST 8/3. Calls sounded like KETZ,
but uncertain. I will check tomorrow during the day. Also mentioned the
owner as "Charter Media", or something like that. QRM from Vancouver BC.
