Actualy, there is no set "power limit" for a part 15 device operating on the 
FM broadcast band.  Rather, the rule sets a limit of maximum signal 
strength.  Specifically, the rule stations that a part 15 FM transmitter's 
maximum signal level must be less than 250 uv/m (that's microvolt per meter) 
at a  distance of three meters from the antenna.
