[IRCA] 1580 open carrier

There is some nut on 1580, with an open carrier. This is the third night in
a row this station has done this. Powell, if you know who this is would you
contact them and tell them to turn the transmitter off???

With an S9 signal, They are blocking 1580 for any possible DX.
