I know that not most people will not buy a IBOC radio but what would happen 
if all cars came with a IBOC radio?  Could the FCC pass a law that would 
make IBOC radio standard equipment in cars?  I know that at one time all 
cars only had a AM radio but than they all had AM-FM.
