[IRCA] KTFH-1680 now KDOW

X-Band call change alert -

KDOW-1680 Seattle noted with legal ID 0700 PDT 6/21.  Still Spanish, ex- 
KTFH.  I'm not sure when the change took place, but it's already in the 
FCC database and another local DXer heard the new calls late last week.
