First guess is WEMB, J.D.  US 11 runs through their listening area, and the
station does get out well.

I just logged an UNID on 1420, around 9:50 PM CDT.  No
call letters or identifiable format heard, but one of
the spots was for "Kelly's Family Shoes", which the
announcer mentioned was on "Highway 11".

Any ideas?
