[IRCA] Noise reduction in a computer connected receiver.

I have produced a web page which describes what I have done to reduce noise 
in a computer connected, Ten-Tec RX-320D receiver.  While the solution was 
specifically for this receiver, it should prove useful for other receiver 
types as well.
