So far as I know, Willis, the only likely Asian on that frequency is the
South Korean, and it tends to be right on channel. 1170 is a 9 kHz
channel, so it's pretty unusual except right on the Pacific coast.
Perhaps you were hearing a Latin, or even a domestic with a drift?
What sort of frequency was the het?
