I don't know what BOG stands, but I'd bet Beverage
On Ground. In any case, the fence (if it's a
metallic fench such as steel) dominates the BOG because it's so massive
compared to the BOG, and since the two run parallel they are closely
coupled RF-wise.
So I'd guess you might as well connect your receiver to the
fence.
Now if it's a wooden fence, then it would influence the BOG only if the
wood happens to be moist. If the wood is water-resistance, then it
becomes transparent/invisible for RF, and the BOG would work like the
fench isn't there.
I guess you can say that, if the fence is metallic, no matter where you
put the BOG its reception characteristics are overwhelmed by the
reception characteristics of the fence.
