[IRCA] WDAB test

Really tough competition from KMIK, Phoenix (strong signal & "busy"
programming), but short swatches of code snuck in from 0030 to 0100 EST. 
First new "W" call logged in a while.  The first half hour was a total
washout due to the QRM.
