Pat,
I agree, the station has almost certainly not changed calls. They just changed their recorded Spanish announcement from the call letters "XETRA" to the slogan "XTRA". There already is a station called XERA (I'm away from my database but I think it's in Chiapas if I recall correctly) so I'm betting that Bob just heard one of the "XTRA" slogans in Spanish and thought he heard "XERA".
