Nope - the license has been surrendered, and at the moment, the FCC has 
no interest in issuing new X-band licenses. Until that changes (and it 
appears to be right at the bottom of the priority list), 1620 Idaho is 
simply gone.

(The license surrender was part of the transfer of ownership - with the 
five-year deadline looming for a decision on whether to keep 690 or 
1620, there was no point paying the filing fees and so on to transfer a 
license that was just going to expire a month later, anyway. Same deal 
with 1470 in Kalamazoo, Michigan, which is going away, if it hasn't done 
so already, as part of the sale of a cluster of stations there.)
