[IRCA] Wobbler 3-fer again, NE Oregon

Following Curt's report, I've spent some time again checking for the 
Wobbler.
1100--active, medium strong, easily heard
930--occasionally heard, weak
680--better odds than last time; only listened 15 min. tonight before 
hearing it for a second or two, then again a couple of minutes later for a 
second or two. weak to medium when very briefly heard.
