**** This is a characteristic of many ( if not all ) of the "Romance
languages" which also applies in English. I believe there are a number
of Eastern languages, as well as native languages where there is no
rule forcing a q to be followed by a u. I seem to recall too that this
convnetion isn't applicable in the Scandinavian languages, but I'm not
certain of that.
