[IRCA] 1550 KXTO test heard this morning

After failing to hear any sweep tones or other identifiers on my 0100 PST 
listen Sunday night, I tried for the 0400 PST time this morning and was 
rewarded with sweep tones heard. The tones were  weak but audible, and they 
didn't last the full 60 seconds. I made a recording of it.
