There is some similarity, but Cuban jammers are really quite different from 
the Wobbler.  Just hearing them may make it difficult to tell, but if you 
look at the spectrum of the produced audio, the differences become more 
apparent.  Most obviously, jammers don't come and go like the 
Wobbler.  They may fade in and out at a distance, but that's not what the 
Wobbler does.  I also have the advantage of being able to hear with little 
interference, Wobblers as well as the jammers Cuba uses and the difference 
is pretty obvious.

Not to belabor the point, but audio and spectrum samples of both are on the 
Wobbler web site.
