[IRCA] Wobbler strong on 1100kHz

At 0700Z , Jan 19 2006, there is a strong Wobbler on 1100kHz, likely Radio 
Cadena Habana, Havana, Cuba.  Other usual Wobbler sources are quiet or 
minimal this evening.
