[IRCA] Poor LWBC, NE Oregon

Presently, 0740 utc, getting poor audio on several LWBC freqs. Signals would 
be a little better heard if there weren't S9+ continuous static, which has 
been present on LF the past several nights now. 153, 180, 279 presumed Far 
East Russia; 162 presumed France; 183 presumed Germany; 189 presumed 
Iceland.
Nothing for MW TA reception, except for poor hets on the usual suspects 
(1314 primarily), checked since before sunset to now.
