[IRCA] NE Oregon TA

I've forgotten to check for west coast TA reception so early, but remembered 
to do that the past 30 minutes. I had poor to weak (decent) audio on 189 
Iceland; and 1314 Norway produced poor to weak audio, all around 0137 utc. 
Within 10 minutes 189 was gone to a poor het; 1314 the same. Many hets, 
(18), about the most I've ever counted, with Germany accounting for many of 
them as possibles. 972 (Germany) was the loudest apart from actual audio 
from 1314 for a short while.
