[IRCA] No IBOC on KTNQ and KCVR

KTNQ-1020 was heard without IBOC at 1627 PST 12/22/05 and they are 
using an exciter that is about 5 Hertz high and drifting.
I have checked KCVR-1570 during the day several times over the past two 
weeks and each time their IBOC has been off.

Two 35 ft. Ewe antennas at 218 and 293 degrees, 6 ft. outdoor loop
