George,
Most of the time I don't send my report to the CE unless I know he is
the one that replies. I will send them to the station in general.
Personally, I would rather have the CE QSL, but the PR Director will do
if nothing else. Like with Filipinos, rarely does the CE reply there. It
is always the GM. I only have a couple where the CE answered. Latins are
that was too.
