Everything you've been seeing coming out of the FCC for the last year
or so is the result of a window that was opened for a few weeks in
January 2004. There were, if memory serves, about 5,000 applications
filed in that window, both for new AM facilities and for "major
changes" (city of license, frequency change more than +/- 30 kHz) to
existing facilities. The FCC's been sorting through the pile for
almost two years now, and they're still nowhere near finished. The
next window isn't expected until sometime in 2007, at the earliest.
So if someone in "X town" decides they want a station, the thing to
do is to engage the services of a good engineering consultant, get an
application all ready to file, and then be prepared to wait -
sometimes years - for the next window, after which it could then be
another few years before your construction permit is granted (if
you're lucky enough to be unopposed in your application) and you can
get on the air.
It's a game that requires a tremendous amount of patience!
