I'm not sure if 603 Romania has raised power but, after not hearing it in over 5 years of listening here, it has been showing up over the past week in several Perseus captures made at 2100 and 2200 UTC (4 & 5 p.m. EST).  Until late November, all I'd been hearing on 603 was Spain since France had vacated the channel.
