In Warren, Pennsylvania, population 9,710???   I seriously doubt there's much of a problem with muggings where he's at.  And Paul has the right idea -- DX outdoors and away from buzz problems and power lines (most city parks with wooden tables are great places, I've found) until the cold starts to become too unbearable.  For me, that's usually sometime in mid-November.
