[IRCA] TP 31 Dec Victoria version

As Richard reported, it was the HLAZ show here this morning as 
well.   Woman in Japanese at 1334UT, at fair strength, into female 
solo and answering choral music, at quite a good level, then fading 
down to near nothing by the end of the Japanese program at 1344:30UT

There may have been other DX, but someone in the surrounding area 
fell asleep in front of their plasma TV (?), so the morning noise 
level was pretty high until they woke up and switched it off around 1600UT.
