Almost guaranteed that's Radio Reloj from Cuba. All of their broadcasts have the time pips in the background with the identification "RR" in morse code (didahdit didahdit) on the minute. RR stands for R. Reloj.
Check around the dial on a good night and you'll find that on many freqs. R. Reloj operates on many freqs in the MW Broadcast band. Many times all you'll hear of them will be the RR on the minute.
