I listened to the recordings several and cannot determine whether I heard V7AB 1198 or not.  I have no idea about the stations programming at 1200-1230 UTC on Saturday.  There was a man talking using some English words, but I couldn't make out an accent.  When I worked for the Oklahoma Employment Security Commission I would occasionally talk to Marshall Islanders living in Enid.  Yes, the city has a community of Marshall Islanders in residence.
