[IRCA] Arizona TP report for September 22nd

I was hoping for another excellent morning after some early activity before
11UT.  Checking from 1155-1325UT, conditions were down a bit from
yesterday, and the background seemed to be higher.  (I may need to check
pre-1155UT to be sure I didn't miss anything better.)

1566 at 1230UT, man talking into music (presumed HLAZ)

Fair audio:
693 at 1250UT, EE lessons (JOAB)
747 at 1258UT, EE lessons, into TOH pips (JOIB)
972 at 1234UT, man talking (presumed HLCA)
1053 at 1210UT, Korean jammer

Weak audio:
None

Marginal audio:
