I'll throw in my one and a half cents worth to echo Marc's analysis. Cueta (R. Ole-Costa) is usually music and the Spain is SER network which I have found to be talk. Since there are lots of SER frequencies, a parallel can often be found for comparison.

Music with a beat, man singing, *possibly* in Spanish. My 2003 WRTH shows 2 Spaniards here, each listed as only 2 kw?! Are these the only or most likely possibilities? Are they still 2 kw? May be my lowest powered TA audio ever

*** George-   I agree with John Sgruletta's comments.  Ceuta (Radio Ole) is much more likely than Spain to be playing music.  Spain seems to have news or talk most of the time.
