Many stations have interpreted the more recent ID requirements which say something to the effect of close to the top of the hour in a natural break in programming to mean that a music sweep does not have to be interrupted by an ID, so they put the ID in the commercial cluster before the sweep starts… which might mean the ID regularly goes at :50 and not around :00. This has been done for more than a decade, and not one station has been written up or sanctioned, so it is the de facto meaning of the rule now.

There ARE supposed to be legal IDs at the top of the hour, or as close as is possible. More and more stations are getting lax on this. Its particularly frustrating because fewer are providing IDs during the hour, so you have to depend on the TOH ID. The DXers lament...

Thanks, Scott! As it turns out, just as I was reading this there! was a Spanish at for the Oregon National Guard. I thought that there was supposed to be a legal ID in English at the top of the hour. No wonder I hear them so well.........Walt.
