That reminds me of a Soviet-made C Band satellite uplink transmitter I
worked on at Brown University in the early and mid-90's.  Built like a tank,
with some panels nearly 1/4" and made of steel.  That transmitter was
capable of 3kw RF output at 5GHz.  You did *not* want to be on the business
end of that Klystron.  I still have the maintenance manual for that thing
printed with the typical brown copy technique.  All po-russki, koneshka.

I had made a guess that they wanted the ability to move to different
frequencies in response to what the US did on any given moment.  I guess I'm
puzzled that there are times that the same frequency has seemingly different
powers and audio characteristics, and even bearings at different times.  If
the transmitters are built to a single channel, then they must have a lot of
them available.
