[IRCA] WLS & WMVP

Some time ago I recall someone mentioned that WMVP would move and diplex
from WLS tower.  Can this be the beginning of this change with both off
tonight?

WLS just shut down it's OC and Radio Progresso popped up to arm chair
strength!
