[IRCA] 1620 tester

On the way in to work this morning just before 6am I had a station on top of KSMH on 1620 kHz with a pretty solid signal running the following test:

 

"Test #1 broadcasting on 1620 kHz.  End test."

"Test #2 broadcasting on 1620 kHz.  End test."

 

The announcer had an urban southern accent.  XEUT-1630 was just running OC at the time so I didn't have to fight any slop from them.  Possibly "KCR" San Diego State, which seemed to disappear from 1620 a few years ago after XEUT came on, is firing up their old transmitter.  Anybody else hearing this?
