Actually, Windows 98SE works with USB and memory cards.  My Win98SE machine has USB 1.0, so you don't get the improved download speed of 2.0 for either an external memory card reader or direct connecting to an MP3 recorder, but for most purposes of moving a few megs of data, the slower USB isn't so bad.  With the right hardware and driver, USB 2.0 might work with Win98SE as well, but I haven't done that.
 
I agree that Total Recorder is an excellent tool for recording to several formats including MP3, if you have a computer near your receiver and it isn't noisy.  The advantage of an MP3 recorder is that no computer is needed in the vicinity of your receiver and therefore no associated noise.

See answers below. I use Total Recorder. The only down side is I have to run
a computer (older laptop here). It would be nice to also have a unit like a
portable cassette (like my Radio Shack unit). The computer sometimes injects
noise on weak channels. Make sure your computer has at least Windows 2000
(PC) so you can use the USB memory sticks to remove files.
