I could not agree more. I can see no rational purpose in the Wobbler. As a Cuban jammer it is both ineffective and aimed at the wrong broadcast sources. Even if it were of external origin, the slight affect it has on a few Cuban stations could never be justification for the expense.
Of course that ignores one zany aspect of totalitarian regimes. There is no need for a rational reason. It may be intended to induce a degree of psychological irritation in the masses. To what purpose, one can only guess. Maybe to blame it on the US? Since the US will not cooperate in providing propaganda by jamming, they'll do it to themselves. A childish and shallow act that might be expected of a tinhorn dictator.
But, as I say, I'm inclined to think the Wobbler is of origins unintentional, though possibly avoidable if anyone cared to bother.

AT LEAST I CAN WRITE THAT I DON'T THINK THE WOBBLER IS INTENTIONAL. In
terms of probability, I'd have to rate it as 90% likelihood of being
