It all depends on the type of system used to diplex.   Some types require about 15 % / of the frequency - in KHZ.    So 1380 would need about +/- 200 Khz distance from any station on the same tower.   It all depends on what system they would use.   1380 is still licensed and listed on the FCC data files.  The 850 in Thousand Oaks is NOT.
