This assumes the Wobbler is some form of jamming - a rather ineffective one at that. I don't think that has been established, especially considering it is affecting Cuban stations.
I think asking someone knowledgeable in Cuba about what is being heard interfering with Cuban station reception in the US is an excellent idea. If the answer is that the Wobbler isn't happening, then we can draw our own conclusions.

I doubt the wisdom of sending questions about Cuban jammers to Arnie Coro. That would be putting him the spot. Jamming transmitters are against ITU regs., and I'd suppose that the Cubans wouldn't want to publi- cize their jammers anyhow.
So Arnie would likely either have to deny knowledge of jammers in Cuba (a lie); or if he does he may get himself in a passel of trouble.
Has anyone here ever exchanged e-mail with Arnie?
