My problem with this is that I'll bet they are billing the local
account for a delivered commercial, which technically is
OK since they obviously DID deliver it ... however if there
is a major problem, such that the other 59 minutes are
just DEAD AIR, a "reasonable person" (I think that is a
legally applicable term) would assume that all of the KWG
listeners have moved on to other places on the dial, and
in fact did NOT hear the commercial. To bill for when you
must assume there is no real audience is at the least
deceptive. Now, I am not saying I have knowledge of whether
they are billing for this or not. I would just assume that the
likelihood is that the automation logs will show a delivered
spot.
As for myself on the very few cases I hear this happen
(carrier, but no audio) I'll set a second RX up to see when
and how they come back, but the listening moves to
greener pastures. I doubt many ordinary listeners will
do that (use a 2nd rx).
What is industry billing practice in a case like this? If it
were me, I would give them make-goods.
